I have a pay problem, who do I contact?
You need to first go to the “My Pay” website at http://www.mypay.dfas.mil/mypay.aspx and print off a copy of your
Leave and Earnings Statement (LES).  Then contact your unit or Recruit Sustainment Program (RSP) Coordinator.  
These are the people who input your pay and have access to the pay system to make corrections for you.


How Do I Use My Voucher to Buy Books?

FURTHER NOTICE!

To use your voucher to purchase books you must have already been approved for State Tuition Assistance.  Before
tuition is paid out of NC TAP, $450 is reserved for you to buy books.  After your request has been approved, you
should receive an email with an attached “NC TAP Award Letter”.  You can only spend this voucher at Dowdy
Student Store.  You can not apply these funds to books bought at U.B.E., online or any other bookstore.  When you
enter Dowdy, in the far back, right corner there is a window.  You will give them your award letter and they will give
you a four digit code.  When selecting books, remember that the earlier you visit the bookstore, the better your
chances of getting used, cheaper books.  Keep in mind, the state tuition assistance program will allow $450 per
semester and a maximum of $1,350 per year for books.  Summer semesters 1 & 2 are funded as one semester.  If
you go over your allotment you must pay the overage for that semester out of pocket.  The university is required to
return and unused book money to the state education office.  Once you have selected all of your books, you must
use the registers to the right that are marked “Third Party Billing or VA”.  There you will give them your code and will
only have to sign receipts.  Keep these for your records.


Can I get college credit for my military training?
Yes, it is possible to receive college credit for your military training.  The amount of credit you could receive will vary
depending on the military training that you have had.  To have your military training evaluated for college credit you
will need to take your DD Form 214  (Certificate of Release or Discharge from Active Duty)  to The Coordinator of
Veterans Affairs office located at 102 Whichard Building, ECU Campus.  You will have to complete both basic training
and Advanced Individual Training (AIT) before an evaluation can be conducted.


How do I apply for In-State Tuition Rates if I am an Out-of-State Student?
Under North Carolina Session Law 2004-130, Senate Bill 1058, nonresident members of the North Carolina National
Guard are entitled to receive a military waiver at state universities or community colleges so that they may receive in-
state tuition rates.  To apply for the military waiver you will need to visit the Coordinator of Veterans Affairs and
Military Residency office located at 102 Whichard Building, ECU Campus.  They will assist you in completing your
military waiver request.  You will to repeat the waiver request process once each year.  You will also be required to
submit a affidavit signed by your unit Readiness NCO or Commander stating that you are a member of the National
Guard in good standing.  You will be given a sample of this affidavit form with your waiver application.  For those
soldiers assigned to the Recruit Sustainment Program (RSP) in Williamston, NC, SFC Smith the NGSA advisor
located in 344-A Rawl Building can sign the affidavit for you.  
The waiver request must be completed and
submitted prior to the start of the semester.  Waiver applications submitted after the start of the semester
will not take affect until the next semester.
